Since the Council selects the Featured Rep each month, it makes sense for Council members to be able to manage this content instead of limiting that functionality to admins. This suggestion was made by the Reps Council at the recent Reps Leadership meetup in order to simplify their processes. Let's allow a user in the Council group to manage Featured Reps, including add/edit/delete functionality. Featured Reps are displayed and managed at https://reps.mozilla.org/featured/
