Currently, in the extension check dialog, if there are updates, we always show a UI to allow selecting which updates to apply.

This is contrary to how we handle add-on updates everywhere else - where by default we automatically apply them. We should do the same here, and only show the selection UI if any of the add-ons aren't configured as auto-updating.
Hmm. I mostly agree with this, but it's not *exactly* the same situation. In this dialog we're really asking "Which add-ons do you care enough about updating, to delay your browsing session?" If we auto-update during the blocking dialog, we don't give the user a choice about the delay.
