The table in the menu has an extra 4 or so pixels at the bottom of every cell. 
this skews the display of all tables in an html document with a DTD.  any page
without one displays fine.  I see no mention of this in the standard.  It's also
visible on many other pages and has been a feature of mozilla for as long as
I've used it.

Steps to Reproduce:
1. load the page


Actual Results:  The table is displayed improperly.  It's on the left side of
the page.

Expected Results:  I believe the table should not have an extra 4 pixels at the
bottom of the each cell.

I've tried changing borders, margins, etc in every possible manner, to no avail.
 I've come to the conclusion that with the 4.01 DTD there is no possible way to
not have the extra padding in each cell of a table.

Yep.  This is 22274.  Over to evangelism.  Please read bug 22274 to find out
what the correct course(s) of action are to get rid of that space.
