about:accounts doesn't match latest UX pdfs

Details
Steps to reproduce:
1. Visit about:accounts in latest FF Nightly
2. Visit https://accounts-latest.dev.lcip.org/signup
Actual results:
Inconsistent UI. The about:accounts page is narrower, uses an orange button instead of the newer "blue" button. Also, has the old monochrome fox logo in the footer.
We may need UX guidance from JGruen and RFeeley if we're unsure of the latest UI mocks for the "Welcome to Sync" pages.
Expected results:
about:accounts should look more like accounts-latest, for consistency sake.
