When the work on DSDS started, the mozMobileConnection API has changed, becoming mozMobileConnection*s*. To preserve the backward compatibility, the `IccHelper` was been introduced, see:

  /shared/js/icc_helper.js
  /shared/js/icc_helper_koi.js

As stated in these helpers: they *SHOULD* be removed once all gaia development no longer depends on b2g18. We’re way beyond this point, let’s clean this up — this will be one less library to load for quite a few apps (System, Settings, Homescreen, FTU, Dialer).
Depends on: 860585, 874744, 875721, 814637
We don’t want to deal with this until 1.4 is branched, but I believe that code clean-up brings good fortune in terms of overall reliability. :-)
