The runtime, the registry, and other webapp code currently logs a bunch of messages to the Android log only if MOZ_DEBUG is set.  But Android has facilities for specifying a log level when writing to the log, which then enables the system/user to decide what to save/display.  We should take advantage of that on Android by logging messages with a level instead of only logging them if MOZ_DEBUG is set.
