Seems bug 966905 didn't entirely get fixed? Or was that only addressing subviews in the menu panel?

For the bookmarks menu in the toolbar: when the menu is too long the footer scrolls off the screen. This makes it rather hard to get to the Show All Bookmarks command in the footer.

Because of the way menus work, this isn't really fixable. It was noted in bug 966905 comment 16 as acceptable by the UX team after a specific question about this, so I think this is essentially WONTFIX.
