Steps to reproduce:
Create a new bug, attaching a file to the initial comment.
Actual results:
Attempt to mark the attachment from comment #0 private. Notice no option to mark this attachment private.
Expected results:
There should be an option to mark any attachment private.

You must belong to the insidergroup to be allowed to mark attachments as private. If that's the case, you will notice the "Make description and any new attachment private" checkbox between the comment field and the "add an attachment" button.

We can mark any other attachment private without a problem. The only time we have this issue is when the attachment is as a result of adding it during initial bug creation.

enter_bug.cgi in 4.4.1 has a checkbox "Make description and any new attachment private".
