Currently, legal issues are in the Miscellaneous component. I think there are
enough of them to have their own component.

Initially, at least the following bugs should belong to the new component:

I need an exact component name, a description including examples of bugs that
belong in that component (by title not bug number), and volunteers to own and QA
the component before I add this.

WONTFIX based on lack of interest. Please reopen if you can provide the
information required.
