The current plan is to use the Telemetry Experiments framework to deliver the translation pilot. It has all the major features we need: targeting specific locales, remote updating/disabling, limited time trial run, targetting a % of the audience. So, barring any yet-unknown problem or incompatibility with it, it sounds like the best choice for us.
