Description:
User doesn't receive an error message when trying to make a call to '+' and the Dialer App will stay on "Connecting"

Repro Steps:
1) Updated Buri to BuildID: 20140306004002
2) Navigate to Dailer App
3) Tap and hold on the '0' button until '+' sign shows up
4) Tap on the green button to initiate the call

Actual Result:
Call continues to stay "Connecting" and user doesn't receive an error message

Expected Result: 
User receives an error message

Issue appears to be fixed on Open C 2.0 Master M-C

Resolving as Works For Me

Result: Call attempts to connect for ~30 seconds, call terminates and error message appears
