Description

While the Notification Center is open, swiping up to close it while moving over the home button will sometimes cause the Notification Center to reappear. It may be velocity dependent. See attachment

Steps to Reproduce

1. Open Notification Center.
2. Swipe up from bottom of screen to close Notification center, swiping over the home button in the process

Expected Results

Notification Center should not reopen.

Actual Results

Notification Center does reopen.
