Tested with:
Device: Alcatel One Touch
OS: Android 4.1.2

I was able to reproduce this a few times, but by chance. I don't have steps to reproduce. It is quite annoying because only after clearing private data you are able to reveal the top of the panel which includes history, top sites, bookmarks and reading list.

What would removing all data have to do with adjusting the UI? Does entering Settings and backing out do anything? Rotating? Hitting home and restoring the browser?

I was able to reproduce this issue on latest Nightly on Samsung Galaxy Nexus(Android 4.2.1).
The only way to bring up the tabs header again is to restart the app; rotating the device, putting Firefox to background and restoring it back, does not adjust the UI.
However, I am still trying to find steps to reproduce.
