For bug 980120, we'll need tooltool.py available on Windows slaves. Attached is the tooltool.py from build-puppet, with the #! already substituted.

This file has been added to the Files_mozilla_build GPO. The source location is:
\\releng.ad.mozilla.com\SysVol\releng.ad.mozilla.com\files\tooltool
This file has alos been added to the Mozilla Build files in the WDS dev share at:
\Applications\BuildBot_Upgrade\mozilla-build
So that it will be included in the base builds.
