As a product owner, I want to identify at least three areas where we can improve the perceived performance of the browser (which can but doesn't have to increase the actual performance in milliseconds as well).

Acceptance criteria
* I can review three or more areas and approaches to increase perceived performance.

* Those approaches are concrete and actionable.

This bug in itself does not need QA but I could see whatever approaches are decided to potentially need QA. Please needinfo me on any bugs tracking those initiatives so I can assign the accordingly.

Philipp had made an excellent list ofsome areas that could be huge wins for perception of performance.  Some items require longer-term research, such as which specific animations are most appropriate for different parts of the browser  Some, as Madhava notes in Comment 1, could use some engineering eyes to determine what can be done in the short, medium, and longterm without too many dependencies.  

I think the next step is for Philipp and I to meet with engineers to talk through the list to identify areas that could be most fruitful. Meanwhile, I'm going to set up a meeting with Philipp, myself, and a couple somewhat-randomly-selected engineers to discuss this.
The list we have now (https://etherpad.mozilla.org/PerceivedPerformance) is pretty extensive and thereby fixes this bug (identifying opportunities).
The next step is to file breakdown bugs for the things on the list that we can address right away.
