win 0904 trunk, doing 'about:plugins" opens a blank page
Linux too. First noticed this Sept. 1st.  Added comment in bug 91779
Frank, can this be related to your work in bug 56863?

yea. I think I busted. I test by using chrome://content/global/plugins.html and
it display ok. somehow code principal block me to access to the string bundle.

I've just built the trunk. And I see the blank page even doing 
chrome://content/global/plugins.html in the url bar.
I think this is a security problem. cc:ing mstoltz
ok, the about: protocol does not allow me to access chrome:// property files. 
I will back out to the origional code so we can ship now. In the mean time, I
will open a new bug to mstoltz to ask for XPConnectUniversal access in
about:plugins.
fixed. I back out the change for now. after mstoltz@netscape.com fix bug 98298
then I can put back the plugins.html change in 56863
