982410 - update beta2release to current working version

Description

[Hal Wine [:hwine] use NI!]

relman has been using beta2release.py to perform the initial m-b => m-r migration. We had to made some tweaks for ff 28, and will make more as we migrate to mozharness.

we also need to get rid of the out-of-date beta2release.sh :)

These changes were made prior to us running manually. Mostly cleanup.

The big change is the move of release tagging until after 'debugsetparents' has been called.

Note also that this script requires python 2.7. Fortunately, it will abort before any real work is done.
