Details
As documented in Bug#964845 we need Twitter to fix their OWA manifest.
As a short term workaround we need to build one time script or declarative mechanism for our Ops team to trigger building the Twitter app, signed with the production cert, and cached in S3 / the database.
Spit-balling: Put in logic after an HTTP error to check the file-system for a manifest file which is checked into git. Once Twitter fixes the bug, HTTP would work and short circuit this on-filesystem manifest.

This is no longer a blocker as the Twitter issue resolved itself.
Leaving open, as I've started a patch which allows us to commit manifests to git which would be used if there are errors fetching a manifest.

This hasn't come up for other apps, closing as lower priority and we have a Twitter production apk.
