0) Open firefox and set your default window to an empty panel (I used Reading List) - this will allow the home banner to show up on the panel
1) Scroll down (make sure not to catch the left or right scroll)

Expected: Since there's no content to scroll, the home banner should remain on the screen
Actual: The home banner scrolls away and eventually disappears
It's also overlaid on-top of the 'Tips'. I asked in channel yesterday if we cared about the same thing happening on the buttons in the History panel (if history is your default panel), and there seemed to be no concern as a user could just hit 'x' on it.
I remember discussing this at some point, but I forget the conclusion we came to. I'm going to leave it up to ibarlow to decide what we should do here. I'm tempted to just WONTFIX this bug, although it does seem kinda weird to let the banner scroll off when the content isn't scrolling.

It would be nice to fix, but in that bug we decided it wasn't a P1 at least.
