As an operator I want to be able to specify which A-GPS settings should be used on the device based on the SIM card in case it is inserted after the First Run Experience

Acceptance criteria:
* This is to add the case of inserting a SIM card after the First Run, because it is not defined in bug 891732
* And only to be applied the first time to insert a SIM card of an operator that is defined in the device
* A-GPS will be configured depending on MCC/MNC of the SIM card
