Originally this was filed as bug 982283, but we decided to provide a newer 7zip using GPO until MozillaBuild v2. This bug is for MozillaBuild v2.

I'd like to have a newer 7z available so that I can unpack .tar.xz files for sccache.

Upgrading 7zip (4.42 -> 4.65) has been tried in the past in bug 409455, but because of bug 711309 it was backed out in bug 763019. I'd like to try the latest version (9.20) since it supports xz, and according to https://bugzilla.mozilla.org/show_bug.cgi?id=711309#c0 it wouldn't have the same problem as bug 711309.
MSYS2 includes a native 7-zip 9.20. The plan would be to use that anyway. As we discussed on IRC, I will use the latest version that works, so there's no need for a new bug tracking it.

4 months and I haven't heard of any issues since RelEng updated to 9.20. MSYS2 is becoming a more long-term goal, so I want to get this done in the more immediate term.
