If you register a toolbar with registerArea, but that toolbar doesn't have "customizable" set, Australis customization is completely broken.

This condition should be handled more gracefully.

I'm not really sure why anyone would do this. P5, bordering on P-.

No more legacy add-ons, so wontfixing this.
