1. Create a fresh Aurora Profile.
2. Install the attached extension.
3. Open Customize.
First note that Restore Defaults is available. It should not be. Nothing has been changed from the defaults.
4. Click Restore Defaults. The toolbar goes away. It should not.

This was a conscious design decision. Restore Defaults would be expected to give you default state of the toolbars and their contents. It makes sense that that involves hiding additional toolbars. If you disagree, please post to fx-dev with reasoning before filing a bug. Note also the recent discussions there about the very similar topic of whether add-ons should be able to say they are in an area 'by default'.
