98393 - Non-ascii folder name on the disabled non-ascii filter is garbled

**** observed with 2001-09-05 build ****
Steps to reproduce:
- have a non-ascii filter for mail(Edit|Mail filters|New| create one with
non-ascii name);
- for the folder to Move to choose a non-ascii folder;
- close the filter window;
- reopen and uncheck Enable;
- close/reopen the application;
- open Mail filter window;
- select a disabled non-ascii filter, click Edit;
//note; non-ascii name for the folder to move is displayed as raw bits

he has been working on some fixes in this area.

after Navin's fix for the display of non-ascii folders was checked in this
problem is not reproducable any longer, i am marking this as wfm
