98406 - Attachment name surrounded by doublequotes is omitted when Edit from Drafts

*** observed with 2001-09-05 build ***
Steps to reproduce:
- send a mail with "hello" in the header;
- get the mail, select it click Forward ( choose to forward as an attachment);
- copy the forwarded mail to the Drafts folder;
- select it from Drafts and click "Edit" button;
//now note that the file name in the attachment area is blank, it is .eml

WORKSFORME (forward twice) on today's trunk.
Maybe it's fixed as side-effect of new attachments arch
