The language selection page of the FTU is slow to update when the user taps on a different language. If the user rapidly taps on different languages in the list, the device will slowly cycle through the languages that have been tapped. Tap fast enough and the device will cycle through language inputs for more than a minute.

Repro Steps:
1) Updated Buri to BuildID: 20140317004001
2) Begin FTU.
3) On the select languages page, rapidly alternate tapping on two or more different languages from the list. Continue for a few seconds.

Actual:
The device language changes constantly until user input queue has been completed.

Expected:
Device does not cycle through every element in input queue.

I'm not sure if we even care to address this bug. This is only seen when the user first makes use of the phone, so I doubt anyone would ever do a rapid succession of languages in the FTE.
