Details

Test receipts don't reissue because of one silly bug and some other more reasonable bugs. Let's see if we can fix those up.
what do we need reissue for currently?
Priority: -- → P3
When a receipt expires, it can call the reissue URL to get a new one. This is to making sure test, developer and reviewer receipts functionality matches real receipts.
