Our translation app in zamboni is pretty generic and is used by AMO and Marketplace code. We should move it to its separate repository and release it on pypi. This is going to be important with the separation of AMO and Marketplace code (see bug 968502)

Depends on bug 983749 to release something as clean and useful for others as possible. Ideally we'd get rid of the weird foreign keys that point to multiple rows, but that's another problem.

This is a big project.  We've talked about making a translation server (like, a black box where you can just read/write L10n objects).  I think we should plan this around that so closing this bug.
