(Whiteboard: [qa+])
1. in Fx28, create a profile, setup sync account. quit browser
2. unzip the following and copy it into the profile
http://people.mozilla.org/~ewong2/bookmarks.zip
3. open that profile in fx28 to confirm you have 4k bookmarks and sync acct is v1.1
4. open that profile in fx29
5. goto preferences > sync
actual: you see sign in, create acct links which are for sync 1.5
expected: you should see sync 1.1 interface

For the record, I thought this WAS the norm.
All of my current/test profiles are set up for sync 1.1.
But I always saw services.sync.fxaccounts.enabled=true in about:config and thought that was normal behavior.

I can't repro with the following steps (which best I can tell are the same as Edwin's, without the bookmark import.
* Start 28 with "-P" and create a new profile.
* Configure 28 with an existing, legacy sync account.
* Exit 28.
* Start 29 with the same profile.
* Goto Prefs->Sync
I see the legacy account still setup.

Hmm - I can't repro anymore - it could have been that i was looking at the wrong browsers prefs since I have 3 or 4 Fx instances up. Sorry for the alarm
