98559 - Ability to sort about:config columns

The new about:config implemented in bug 37592 is extremely cool and shows the
prefs in an outliner view. Unfortunately, you can't sort by clicking on the
column headers. I looks like you should be able to (You can in bookmarks
manager). Sorting would be really nice, especially to sort by Lock State so you
can see what prefs are user specified.

Noticed in build Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:0.9.3+)
Gecko/20010904.

AS I did the initial work on about:config it only makes sense that the
"enhancements" come from me as well.

that patch gets colors to show based on the state (locked, default, user set), 
and gets sorting working, and I've done some clean up.

chipc, can you review?

there's still things left to do for about:config, but we shouldn't spend a lot 
of time on this feature, there's better things to do.

here are some things that would be nice:

1) get sort indicators to show up
2) support column reordering (lxr on "ordinal")
3) persist the sort type 
4) persist the sorted column
5) bonus, restore selection after sorting 
6) bonus, ensure selected index is visible after sorting.
7) big bonus, support inline editing.

vrfy'd fixed using 2001.11.08.0x-comm bits on linux rh6.2, winnt and mac os
10.1. column sorting works, colors look good.
