I'm unsure if we care to fix this or not, but the top protocols stuff will assume that the protocol IDs exist, whether or not they're there.

At least, this is what I think is happening...

16:40:07 - wnayes: Those errors show up when opening the wizard. One is when the top protocols page immediately loads; if I click to show all protocols then the other 3 occur.
