The old runtime added an app's icon to the Home screen when it installed the app, and the Google Play Store does that by default. But the new runtime doesn't, which makes it harder for users to find newly-installed apps and confounds the expectations of users familiar with the old runtime and Google Play. So the new runtime should add an app's icon to the Home screen on installation.

Bumping up the priority, per discussions with dria about this being a pretty basic expectation of users who are used to installing apps from Google Play.

Per bug 1235869, we're going to disable the Android web runtime, so we won't fix this bug in it. (This is part of a bulk resolution of bugs in the Firefox for Android::Web Apps component, from which I attempted to exclude bugs that are not specific to the runtime, but it's possible that I included one accidentally. If so, I'm sorry, and please reopen the bug!)
