The new shape for inactive tabs of bug 887397 is not applied to the new-tab-button, menupanel-items (addons, history, developer etc.) placed into the tabbar and the arrows which appear when there are too many open tabs.

The tabs were higher priority since they cover the largest area and because there was a pixel or two above the previous background tabs that was mostly transparent and made the clickable area smaller than expected.
I don't think we should fix this. 887397 was an incremental tweak to add some draggable pixels to background tabs. Which, as Matt notes, are sort of a special case because we know they've got visible empty space at the top.
