987863 - Update the price tier api to take into account available providers.

The price tier api needs to take into account providers so the payments available regions reflect what is possible.

For example: if you have a payment provider that only caters to certain countries it should only show that your paid app will be available within those regions whilst continuing to show the region checkboxes for everything else below.

Additionally we need to add an additional column to the table of regions to reflect the available providers for a given region whether there are one or more providers available.

Bear in mind that regions are not directly connected to payments so we do not filter regions based on the tier availability. Which is why all the regions in the marketplace should always be editable in the devhub unless restricted for some other external reason.

Consuming this updated API can either be dealt with as part of this or opened as a separate bug.
