If I am inspecting on http://example.com and there is a node <section id="section">...</section>, I should be able to right click it and get a context menu item to put "http://example.com#section" into my clipboard. Could definitely use a better name than "copy url with id fragment"; suggestions welcome.

This could also work on <a> element with a name attribute

As discussed on Phabricator (https://phabricator.services.mozilla.com/D109210#3606958) this feature would be a better fit in the browser's context menu. It's really about bookmarking/sharing links to specific anchors, and it doesn't relate to a specific dev workflow.
Bug 1703124 should be the way to go here.
