If we do not allow to persist these permissions, each time than an application uses them, the user will be asked, which is quite disturbing.

As Vivien says in comment 1, there are permissions with remember options as the one attached (Geolocation)

It's a bit different for getUserMedia because you also need to remember which audio/video source you granted the permission for. Also, I'm pretty sure there's already a bug filed on that.

Why can't it be on a per-app basis like the other permissions?

I didn't say it can't be per app. But it can't be just "remember me". It needs to be "remember what".

bug 938467 was filed for this reason.

umm, I think you are right, Fabrice. Testing with a peak, that have two cameras, when the camera & microphone permission is prompted you need to select the back or the front camera when setting the permission.
