There's an initial client bug 986521, but the story needs to be better defined plus additional server/client bugs filed.

server side pieces:
- application code
\- 1) serving tiles (static, amazon cdn?)
\- 2) counting of impressions, other data from ping
- accounts/access kickoff (platform similar to existing services)
- configuring of servers (logging, connecting servers/accepting data)
- setting up long term storage of appropriate data
- report generation (potentially later)

client side:
- new module to determine when to fetch (preconditions: stop if directory links wont be shown)
- fetch data and store in cache (probably to disk/profile directory)
- switch data reference to cache instead of hardcoded directoryLinks
- package data to send with the ping

- figure out how long a "session" is for data storage (rolling 30 days vs new on 31st)
- complete story bug(s?) for links download + impression counts service

Filed the various broken down bugs to block bug 993900. Many of them will need some fleshing out by oyiptong, but I believe the desired bugs are filed for now, so resolving.
