Belt and braces time: we're seeing a few issues with corrupt accounts, and I'm tracking a bunch of related work items around making this part of the code more reslient.  Time for a meta bug!
This is all gated on Bug 988437.  Until this lands, it's dangerous to play the real "get out of jail card", which is moving the account to the Doghouse state.
