STR:
1. From the firefox marketplace install a web app in Fennec. In this case: wikipedia.
2. Wait, or cause an update check.
3. Tap on the notification to download the APK.
4. Once the download has finished, tap on the install APK notification.
Observed:
The notification disappears, and nothing appears to have happened.
From adb logcat:

Expected:
The Package Manager to install the new APK.

jhugman: is it possible that Fennec wasn't running when you tapped the notification? Bug 970061 is about the same behavior when Fennec isn't running, so I wonder if this is a dupe. One way to test is to use about:config to set browser.webapps.updateCheckUrl to http://apk-update-checker.paas.allizom.org and then press the Check for Updates… item in about:apps to manually trigger an update check with the server that always reports all apps as outdated. If you do that and then go through the update flow without killing Fennec, do you see the same behavior, or does the Package Manager then appear when you tap the notification?

Per bug 1235869, we're going to disable the Android web runtime, so we won't fix this bug in it. (This is part of a bulk resolution of bugs in the Firefox for Android::Web Apps component, from which I attempted to exclude bugs that are not specific to the runtime, but it's possible that I included one accidentally. If so, I'm sorry, and please reopen the bug!)
