If you go to thai, and hit publish, you get an error. Some languages work, though.

S3 (and noxmox) apparently don't like it when we push resources on URLs with certain unicode characters in them. We hadn't run into it before because apparently it doesn't hate every unicode character, just certain ones, and right now it's unclear which ones those are. I tested with zh-TW earlier today, and it got rejected, but a retest a few minutes ago worked just fine, but then a th-TH title failed again. We need to find out what S3/knox/noxmox policy is on unicode in titles to properly fix this issue.

It's not S3, it's the older version of knox we're using. Upgrading to knox 0.8.9 will fix utf-8 titles not being able to publish.
