989110 - Send email notification to Council when a budget request needs approval

The new budget request workflow will 'push' budget requests to Council members when they are ready to review and then start a vote after a discussion period. This purpose of this bug is to send a notification to Council members when a flag is set on a budget request.

Specifications:
- When the remo-approval flag is set to '?' on a Budget Request bug, send the below email to [e-mail]
- If possible, set the reply-to field of the email to [e-mail] to make it easy for Council members to reply and continue the discussion over email

Hello Council,
