otherwise we have to manually toggle remote debug settings to adb-devtools every time we flash devices.

pull request against v1.3t
as I said on another bug, we should use GAIA_DISTRIBUTION_DIR/settings.json, but r=yurenju becuase it's v1.3t.
dwi, could you explain why don't we use GAIA_DISTRIBUTION_DIR?

As per discussion with partner, they decided to use customization at gonk layer to solve the problem.
So I won't land this patch.
