989358 - Tests are failing if wifi is enabled when trying to connect to cell data

test_cost_control_data_alert_mobile.py and test_settings_cell_data.py are failing because the phone tries to connect to cell data when the wifi is on. We should disable wifi before enabling cell data in order to fix this issue

Something in Gaia has changed; please check whether this is the correct before you modify the tests.

Looks like this was fixed, as I couldn't reproduce it anymore locally.
