The seek buttons for the FM Radio do not function when the radio is paused. While paused the user can manually fine-tune the station or navigate to a favorited station, but seek is non-functional.

Repro Steps:
1) Updated Buri to BuildID: 20140328000202
2) Launch FM Radio app.
3) Navigate to a radio station.
4) Tap the pause button.
5) Tap the seek buttons.

Actual:
Radio station does not change, but a loading icon briefly displays on the play button.

Expected:
Seek function works while radio is paused.
