1. Fill up an SD card so there is no space to add any more pictures or video
2. Try to take a picture with camera

Try this on nexus4 too and see if anyone of your engineers can take this up

I think it's not an issue. This is expected behavior when memory is shared(Mass Storage Mode) or not available, user can't use camera application.
