Steps to reproduce: ꙅ
Chrome and IE11 work correctly.
It was rendered correctly if I set "gfx.font_rendering.fallback.always_use_cmaps" true. The glyph were taken from Segoe UI per Font Information addon.

Only on Win8.1. Segoe UI has U+A645 on Win8.1, but not on Win7.
