989703 - B2G only switches to Daylight Saving Time when clock is set manually

This morning, my phone had not made the switch to daylight saving time and remained in standard time.

When I turned off the setting "automatic date/time", it switched to the correct time immediately.

Turning it back on reverted to the original, wrong time, just as if the phone had not synchronized the time today at all.

Forgot to mention that "this morning" is the day where at 02:00 CET, time in Europe/Berlin switches to daylight saving time (03:00 CEST).

Note: My phone was powered on (in standby, charging) the full night; I was expecting it to switch to DST during the night.

Rebooting the phone fixes this and the automatic time received from the mobile network is already shown correct in the Settings before the reboot, so it seems like the clock in the status/notification bar runs isolated.

That clock listens to 'moztimechange' events:

I assume that DST changes do not account for one so we'll need to fix it.

Had the same problem this morning on my OpenC running 2.0.0-pre

However, the correct time was NOT shown in the Settings prior to the reboot. All times (status bar, lock screen and settings section) were reported wrong when "Set automatically" was selected in the Date&Time section. After reboot, the wrong time was still reported but then was immediately corrected after typing my SIM PIN and the phone registered on the AT&T network.
