Details

Build: 2001-09-07-03, Win2k-sp2 Load a navigator window. Press Ctrl+M (or select New Message from the menu). The message composition window will replace the navigator window, so you are left with just one message window open and no navigation windows. If you then press Ctrl+N you get another navigation window, but if then you press Ctrl+M again, the first message window will get thrown out and a new message window will take its place. Anything you were writting on that message will get lost if you open a new message window. Also happens if you click a mailto link. The message windows always stay at the same place on the windows task bar, so I guess its just getting "repainted" over the same window instead of opening a new one.
