Details
User Agent: Mozilla/5.0 (Windows NT 6.3; WOW64; rv:28.0) Gecko/20100101 Firefox/28.0 (Beta/Release)
Build ID: 20140314220517
Steps to reproduce:
I click on an .htm file's entry or icon in Windows 8.1's folder displayer or my desktop.
Actual results:
The .htm file's contents display briefly. Then, within the second, one blank tab appears, and becomes the visible tab, and I must click it off to see the .htm file's display. I am using the latest download of Firefox. This started within the last week or so.
Expected results:
The .htm file's contents display.

I can't reproduce, Firefox 28, Win 7 x64.
Please check if the issue occurs using Firefox in safe mode (with your addons disabled):
http://support.mozilla.com/kb/Safe+Mode
Or on a new, empty profile:

"Please check if the issue occurs using Firefox in safe mode (with your addons disabled):
http://support.mozilla.com/kb/Safe+Mode" :: If I do what it says there, the extra blank tab then does not appear. But it then appears the next time I click directly on an .htm file icon on my desktop.

Thanks, it worked.
But someone should have warned me to save my bookmarks! Luckily I found an old saved copy of my Firefox bookmarks from a few months ago, but I had to re-Google-search for a few of my recent bookmarks.

You can open FF with your old profile again, export your bookmarks, and then switch to the new profile.
