The accesskeys for certmgr.help.label and certmgr.close.label are defined in 
certManager.xul (pippki.jar > psm.xpi). These should be defined in 
certManager.dtd in the language pack.

Accesskeys are also defined in the following psm xul files:
getpassword.xul
getp12password.xul
certViewer.xul

These accesskeys should be moved to the corresponding dtds in the language pack
